INVITATION FOR BIDS The Redevelopment Authority of Somerset County will receive bids for Contract No. MB-16-1. Bids will be received until 10:30 A.M., prevailing time, on June 9, 2016 at the Authority office located at 300 N. Center Avenue, Suite 520, Somerset, Pennsylvania 15501. All bids will be publicly opened and read aloud at 11:00 A.M. prevailing time, on June 9, 2016, at the office of the Redevelopment Authority of Somerset County, located at 300 N. Center Avenue, Suite 520, Somerset, PA 15501. Bids are invited on the following work: The Contractor shall furnish all materials, equipment, supplies, labor, and plant required for the installation of a approximately 710 LF of 8Ó diameter gravity sewer, 330 LF of 6Ó diameter waterlines, and all associated appurtenances. A non-mandatory pre-bid conference will be held at 10:00 A.M. prevailing time on June 1, 2016, at the office of the Meyersdale Municipal Authority at 236 Center Street, Room 2B, Meyersdale, Pennsylvania 15552. Contract documents are on file for review at the office of The EADS Group, Inc., 450 Aberdeen Drive, Somerset, Pennsylvania 15501, Phone (814) 445-6551 for viewing by interested bidders. Contract Documents and Plans are to be purchased from The EADS Group, Inc. for the nonrefundable fee of $212.00 for one hard copy set or for the nonrefundable fee of $25.00 for the electronic format set of contract documents and plans, both of which includes 6% Pennsylvania sales tax. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin or handicap; that a mandatory ratio of apprentices and trainees to journeymen is required in each craft and the Contractor (and any subcontractors) is obliged to make a "diligent effort" to achieve these ratios; and that to the greatest extent feasible, opportunities for training and employment be given lower income of the project area and must to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project area residents. In addition to the Equal Employment requirements of Executive Order 11246, the Contractor must also establish a 5% goal for minority participation and a 3% goal for female participation and in his aggregate on-site construction workforce for contracts in excess of $25,000 whether or not part of the workforce is performing work on a Federal or Federally assisted construction contract or subcontract. The Contractor, in accordance with Executive Orders 11625 and 12138, must utilize of the greatest extent feasible minority and/or women-owned business concerns which are located within the municipality, county or the general trade. The permit amendment includes the utilization of biosolids as a soil amendment on lands of Pennsylvania Game Commission State Gamelands 079. The beneficial use of biosolids by land application is authorized and regulated by PAG08-6106A1 (Johnstown Regional Sewage WWTP) and PAG08-6101 (Allegheny County Sanitary Authority). The original permitted area included 151.5 acres to be disturbed by mining; this proposed biosolids reclamation includes 104.2 acres of that area. PUBLIC MEETING NOTICE JOHNSTOWN AREA TRANSPORTATION STUDY TRANSPORTATION IMPROVEMENT PROGRAM AIR QUALITY CONFORMITY The Johnstown Area Transportation Study (JATS) and its Metropolitan Planning Organization (MPO) is responsible for the review and approval of local plans and programs seeking federal and state funds for transportation improvements. The JATS jurisdiction includes all of Cambria County. Federal regulations for metropolitan planning require that the metropolitan transportation planning process include a proactive public involvement process that provides complete information, timely public notice, full public access to key technical and policy decisions, and supports early and continuing involvement of the public in developing transportation plans, studies, and Transportation Improvement Programs (TIPs). The public participation process conducted by the Johnstown MPO will include the Cambria County Transit Authority (CamTran) Program of Projects (POP) and the Transit Transportation Improvement Program (TIP) projects. The public participation process will recognize that the MPOÕs public participation process satisfies CamTranÕs public participation requirement for the POP. These documents must also be properly advertised for public review and comment. The Johnstown MPO adopted on June 18, 2014 the current TIP of highway, bridge and public mass transit projects for the four-year period beginning October 1, 2014 through September 30, 2017. Included with this approval was documentation that all projects contained in the Federal Fiscal Year (FFY) 2015-2018 TIP satisfied the requirements of the Federal Clean Air Act Amendments (CAAA) of 1990. The CAAA of 1990 mandates further improvements to the nationÕs air quality and requires MPOÕs across the state and nation to conform to the National Ambient Air Quality Standards (NAAQS) for ozone, carbon monoxide and particulate matter. Since vehicular emissions contribute to ozone pollutants, the Johnstown MPOÕs FFY 2017-2020 TIP is required to be in air quality conformity with the eight-hour ozone standards of the CAAA, as well as fine particulate matter (PM 2.5). A conformity analysis of the FFY 2017-2020 TIP was completed, and the MPO was found to be in compliance with conformity requirements. The results of the conformity analysis are included with the 2017-2020 TIP documents.
